They originated as a cult founded before the Great War by a man known as Dick Hubbell (or "The Hub" by Hubologists) and follow his teachings that's collectively called Hubology.
The Hubologists are a religious sect headquartered in the former city of San Francisco, and can also be found at Nuka-World. You don’t need to read this part it’s interesting if you really want to though Hai Mu Wang is a young man who always looked up to PLA and their soldiers and the chairman he dreamed of going with the PLA joining them on different adventures but his mother didn’t want him to leave she wanted him to be a chef for one of the famous restaurants of the Chinese wasteland but he still worked to his ambitions one day hoping to be able to make it into the PLA he trained his shooting gaining excellent perception trained his martial arts giving him wonderful strength and kept working to perfection when one day some PLA soldiers came to his house and took him to PLAs base in China there headquarters of operations where he was informed he would be in the PLA infantry he was given his equipment and told to begin shooting training he proved himself and went on to the melee combat training he did well but then there was one challenge a destroyed bike Hai tried to fix it but he failed attempt after attempt but then he found a work around for the challenge he connected one of the cords in the bike to another pressing a button activating the power to the bike he passed all training challenges and now it was time for him to go to a vertibird located outside so he could be transferred to the base headquartered in the Mojave Desert… House industries - white glove and securitron (both deleted)
